§ 24-174. Preparation to burn personal property.

No person shall, with intent to burn, in any manner use, arrange, place, devise or distribute any inflammable, combustible or explosive material, liquid or substance or any device in or about any building or property with intent to willfully and maliciously set fire to or burn the building or property or aid, counsel, induce, persuade or procure another to do such act.
