§ 34-28. Collection.

For the purpose of systematically and, in a sanitary manner, collecting, removing and disposing of solid waste, the president and village clerk, with the approval of the village council, are authorized and empowered to hire any person for the purposes of this article or, in the alternative, to enter into contracts with any person for such purposes. If a contract is entered into, the agreement shall be in writing, signed by the parties thereto, and the original of the contract together with bond as provided shall be deposited with the village clerk and kept by him at all times available for public inspection.
